Purchase of Prior Military Service in MSEP 2011?

I served 8 yrs 3 months of active duty Air Force. I have accrued 15 months of state service. I read where veterans can buy up to 4 years of active duty time for a MOSERS retirement. Since vesting is not 5 years, and I buy 4 years, will I receive a retirement benefit? Thank you. 

There are differences in plan provisions (dictated by state statute) between the various plans that MOSERS administers. One such difference is that members of MSEP and MSEP 2000 may purchase prior military service to count toward their MOSERS service; however, members of MSEP 2011 may not.
